Hon. Director of Public Works,
attach herewith two reports from Yessre. Sutton and Douglas re the three Surveyors Messrs. Corner, Plascott and Lamb recently appointed from Home to fill the posts of Second Class Surveyors in the Public Works Department.
I called for these reports from the officers under whom they had worked as I am not satisfied as to the amount of work being turned out and became rather doubtful as to their capabilities and qualifications for the work required. As will be seen neither Mr. Corner nor Mr. Plascott can be put on to my survey work without constant supervision, which one expects trained Surveyors from England should not require. It would appear that these men have been selected as surveyors without sufficient enquiries being made as to their qualification and it is obvious they are not the type of men required for the work expected of them. It will be noticed that in the indent
sent home when asking for these men the following
qualifications were required.
(a) "Production of satisfactory credentials of training
as Land Surveyore and of ability as Draughtsmen,
Possession of a sufficient knowledge of Astronomy
to enable them to lay down a true Meridian line
and ascertain the Latitude."
(b)
They have little knowledge of instrument work and only a very superficial knowledge of the mathematica
necessary to survey work.
With due deference and consideration to the
statement I should at the present moment prefer to put any one of the 1st or 2nd Class Native Surveyors or some of the Apprentice Surveyors on urgent and important work in prefer-
ence to Nossra, Corner or Plascott.
Mr. Corner has been very unsatisfactory since his
arrival
